KEY AREAS OF ACCOUNTABILITY : 1. Monitor the education decentralization process, as well as peace process and education reforms to identify key advocacy opportunities for MEC and its partners, through participation in relevant Sub-Sector Working Groups and networking. Oversee MEC team to conduct power mapping at all levels to identify most strategic level of engagements. Engage MEC at the highest level with key influencers and decision-makers on basic education, in the planning and shaping of policy engagements and advocacy forums 2. Ensure coordination and communication across all MEC teams and with partners on advocacy related programs and activities. Collaborate closely with Education and PMEL teams to ensure information and findings feedback onto MEC’s evidence-based advocacy strategy3. Oversee development of advocacy strategies to raise MEC’s profile as leader in the field of ethnic and monastic complementary education. Ensure issue-based findings from research and monitoring reports are distilled and disseminated to fill in the gap in information and awareness on ethnic and monastic education matters in Myanmar 4. Facilitate participation of community and especially children in communication and advocacy strategies. Ensure the voices of duty bearers and rights holders are captured and used to influence decision making processes. Advocate for ethnic and monastic voices to be heard at the central level 5. Coordinate partners’ capacity development to identify policy barriers to be removed to achieve their objectives. Provide strategic guidance to navigate the political space to achieve their policy goals through various advocacy paths. Identify key strategic interlocutors and forums / groups for partners to join and the evidence base available and required for this. 6. With a broader alliance of education development partners, build coalition with other actors working towards similar goals, especially regarding alignment and improvement of school quality frameworks, student transition and teachers’ competency recognition. Support dialogue of all stakeholders, and advocate for partners’ interests in all relevant platforms 7. Seek out external expertise as needed, to support MECs and partners’ work for instance on MTB-MLE or SIP, within the frame of the BBCD initiative 8. Child Safeguarding Responsibilities: Ensure that child safeguarding and child protection mainstreaming are integrated into all M&E frameworks through measurable output and outcome indicators; and lead the process of piloting and scaling up local level beneficiary complaints’ mechanisms in relation to staff conduct, with an emphasis on the Child Safeguarding Policy and measure to prevent sexual exploitation of women and children.
Education: • Master’s Degree in education or a related field. Ideally a Post Graduate qualification in a relevant field and/ or professional qualification in education or related field. Professional skills and experience: • At least 8 years’ experience in working in education in Myanmar.• Proven experience with planning and carrying out Policy and Advocacy initiatives with government and partners at central and/or state/regional/district/township levels- .• Experience with developing, implementing and monitoring Communication activities related to development and/or education reform.• Understanding and experience of the Myanmar education system, ideally to include government and ethnic basic education providers or programmes. • Strong presentation and writing skills in both English and Myanmar. Ability to speak one or more ethnic languages is an advantage. Management and Work Skills • Experience in leading and managing a team and building capacity of staff. • Fluency in written and spoken Myanmar, with strong oral and written communication and presentation skills. • High standard of English, with ability to articulate concepts and ideas related to the education field, make presentations and deliver quality written reports. • Ability to analyse information, evaluate options and to think and plan strategically. • Excellent training, facilitation and communication skills.• Strong personal organisational skills, including time/task management and ability to meet deadlines and work under pressure.• Strong people management skills including mentoring and support. General Skills • Experience and proven ability to create an environment which encourages team-working, including education team members with specific geographical and thematic responsibilities and the wider MEC team.• Willingness to travel frequently domestically, including to remote ethnic areas, as well as occasional international travel as required. • Interest in and commitment to working alongside others within a dynamic, inter-disciplinary team and taking opportunities for learning and professional development. • Commitment to and understanding of MEC and Save the Children’s aims, values and principles.• Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security and equal opportunities, including the Child Safeguarding Policy
